صدر في جريدة الوقائع العراقية (العدد 4471 بتاريخ 27 تشرين الثاني/نوفمبر 2017) النظام الخاص بتعليمات الترقية العلمية في وزارة التعليم العالي والبحث العلمي، والذي يمثل الإطار القانوني والتنظيمي لترقيات أعضاء الهيئة التدريسية في الجامعات العراقية.
وقد قام بجمع هذه التعليمات وترتيبها الأستاذ المساعد الدكتور رسول مجبل خلف – كلية الهندسة/الجامعة المستنصرية، لتكون مرجعًا معتمدًا للباحثين والأكاديميين.
تتضمن التعليمات الأسس والمعايير التي يستند إليها التدريسي في عملية الترقية، بما يشمل شروط النشر العلمي، الضوابط الأكاديمية، والآليات الإدارية التي تضمن نزاهة وشفافية الترقية.
📌 إن هذه الوثيقة تعد خطوة مهمة نحو تعزيز الجودة الأكاديمية، وتشجيع البحث العلمي الرصين، ورفع كفاءة الكادر التدريسي في الجامعات العراقية.
Published in the Iraqi Gazette (Issue No. 4471, dated November 27, 2017), the system of instructions on academic promotion at the Ministry of Higher Education and Scientific Research represents the legal and regulatory framework governing the promotion of faculty members in Iraqi universities.
These instructions were compiled and organized by Asst. Prof. Dr. Rasool Mujbil Khalaf – College of Engineering, Al-Mustansiriyah University, to serve as an authoritative reference for researchers and academics.
