الملخص
إن معالجة مشكلة الكلاب السائبة والمسعورة تمثل ضرورة ملحة في ظل التهديدات البيئية والصحية التي تترتب عليها. فإضافة إلى ما تسببه من مخاطر صحية مباشرة مثل نقل الأمراض المعدية، تساهم هذه الظاهرة في تفشي الأمراض بين الحيوانات، وهو ما يشكل تهديدًا متزايدًا على الصحة العامة في المجتمع. تعتبر الكلاب المسعورة، المتشردة، الضالة والسائبة، وهي تلك التي تفتقر إلى المالكين ولا يتم الاعتناء بها، مما يؤدي إلى تهديدات صحية وسلامة الأفراد في المجتمع. وتؤثر الكلاب المسعورة التي قد تكون حاملة للعديد من الأمراض مثل داء الكلب (Rabies)، الذي يعد مرضًا خطيرًا قد يؤدي إلى الوفاة إذا لم يتم علاج المصاب بسرعة. إضافة إلى ذلك، يمكن أن تساهم هذه الكلاب في نقل أمراض أخرى مثل التسمم الغذائي والطفيليات المعوية. يمكن أن تساهم الكلاب الضالة في تدمير البيئة المحلية عن طريق التسبب في تلوث النظام البيئي، سواء بتخريب الأراضي الزراعية أو نشر القمامة.لذا وجب اتباع الإجراءات الوقاية كتلقيح الكلاب ضد الأمراض المعدية مثل داء الكلب، بالإضافة إلى تعقيم الكلاب المتشردة للحد من تكاثرها. يمكن تطبيق قوانين تمنع انتشار الكلاب الضالة، مثل تخصيص أماكن مخصصة لهم أو تنظيم حملات لجمع الكلاب الضالة والتأكد من توفير الرعاية اللازمة لها. بالإضافة إلى التوعية المجتمعية: من خلال زيادة الوعي بين السكان حول ضرورة الإبلاغ عن الكلاب الضالة والعناية بالحيوانات الأليفة. قد تتطلب مكافحة هذه المشكلة تعزيز التشريعات المحلية والدولية التي تضمن معاقبة كل من يسبب انتشار الحيوانات الضالة أو لا يوفر الرعاية الكافية لحيواناته. بالإضافة إلى ذلك، من المهم تطوير برامج بيئية تهدف إلى إعادة تأهيل الحيوانات الضالة ومنحها فرصًا للحياة في بيئات آمنة ومناسبة.

Abstract
Addressing the problem of stray and rabid dogs is an urgent necessity in light of the environmental and health threats they pose. In addition to the direct health risks they cause, such as the transmission of infectious diseases, this phenomenon contributes to the spread of diseases among animals, which poses an increasing threat to public health in society. Rabid, stray, and feral dogs are those that lack owners and are not cared for, which poses health and safety threats to individuals in society. Rabid dogs may carry many diseases, such as rabies, which is a serious disease that can lead to death if the infected person is not treated quickly. In addition, these dogs can contribute to the transmission of other diseases such as food poisoning and intestinal parasites. Stray dogs can contribute to the destruction of the local environment by causing pollution of the ecosystem, whether by destroying agricultural land or spreading garbage. Therefore, preventive measures must be followed, such as vaccinating dogs against infectious diseases such as rabies, in addition to sterilizing stray dogs to reduce their reproduction. Laws can be implemented to prevent the spread of stray dogs, such as allocating designated places for them or organizing campaigns to collect stray dogs and ensure that they are provided with the necessary care. In addition to community awareness: by raising awareness among the population about the need to report stray dogs and care for pets. Combating this problem may require strengthening local and international legislation that ensures the punishment of anyone who causes the spread of stray animals or does not provide adequate care for their animals. In addition, it is important to develop environmental programs aimed at rehabilitating stray animals and giving them opportunities to live in safe and appropriate environments.
